Our client is looking for a Data Program manager. 

The company is currently facing the evolution of the energy landscape (integration of renewable energy and decentralized production, arrival of new players in the market, closure of central production units, arrival of batteries, EV, CRM, CEP, etc.) and the possibilities of digitization (automation, AI, remote monitoring…) combined with the major ambitions of the main activities (supporting electrification, integrating flexibility, managing congestion, etc.).

Data plays a crucial role in supporting these evolutions within the company: increasingly, data is an enabler for the decision-making process (operational, tactical, strategic). However, we are confronted with several data-related challenges:

  • Roles and responsibilities around data management are not clear and aligned.
  • Issues with timely/quality delivery of data initiatives.

To address these challenges, the company aims to:

  • Establish data domains. All data is assigned to a domain, to which an owner is assigned. The owner is then accountable for the data in their domain. They are supported by the data steward, who is responsible for monitoring data quality, etc.
  • Switch from IT-led data products to business-led data products. The responsibility for qualitative, timely delivered data products lies with the business. The development of the data products is then carried out by multidisciplinary (business and IT) teams and led by a data product owner.
  • Realize new business-led data products for critical data.
  • Provide extensive coaching to facilitate and support the transition.

In the past, this approach was tested and refined through the establishment of several “pilot” data products – which have now been realized and further industrialized.

Program Manager Responsibilities:

The transition from IT-led to business-led data products and the establishment and realization of new data products requires a structured approach, support, and guidance by a Program Manager. We expect the PM to take on the following tasks:

  • Develop the vision (including the why story) for the data products within their program – in close collaboration with business experts and product owners. Manage scope, budget, and timing.
  • Develop governance (detail, align, etc. terms of references, processes linked to this governance, etc.).
  • Manage and chair the steering committee for their program.
  • Structurally set up new data products (e.g., scoping, progress monitoring, etc.), in consultation with business and IT.
  • Help set up data product teams.
  • Plan initiatives to increase data competencies; the company provides the content of the training program.
  • Coach the data product owner, data domain owner, and data steward.
  • Act as the SPOC (Single Point of Contact) for business and IT for the implementation of the data program. Provide feedback to ensure the model is consistently implemented.
  • Set up and facilitate so-called communities of practice for Data Stewards, Data Owners, etc. The PM ensures feedback from data stewards, data owners, and data products to management.
  • It is possible that ad hoc transversal initiatives for data quality are set up. The PM manages such initiatives within their program and can, if necessary, lead one or more of these initiatives.

Additional Requirements:

  • Demonstrable and extensive experience/knowledge of at least 6 years in data management, governance, architecture, modeling, etc., and especially in data mesh principles.
  • Proven experience as a program manager. Extensive experience in managing data-related programs, setting up and leading governance/steering committees, etc.
  • Experience in setting up and guiding the introduction of data products or initiatives aimed at increased data quality and exchange between different users (internal) and publications (external).
  • Excellent knowledge of French, Dutch, and English is a must, both orally and in writing. (German is a plus).
  • Knowledge of the company's business and context is a plus.
  • Strong communication skills (both with more technical data profiles and management profiles).
  • Persuasive in a diplomatic manner.
  • Analytical, flexible, and possesses excellent planning and organizational skills.
  • Master's degree, preferably as a (commercial) engineer or IT.
  • Ability to work independently and in a team and come up with creative solutions.
