As part of the broader modernization program, a strategic shift is being implemented in which part of the existing application landscape will be taken over and optimized. The goal of this program is to ensure operational continuity, implement technical renewal, and strengthen internal teams with experienced consultants who can contribute both functionally and technically to this transition.
Scope of the Program
- Takeover of part of the application landscape of the Ministry of Defence
- Operational responsibility for approximately thirty business applications
- Applications vary in content and technology
- Activities include:
- Hand Over / Take Over: documentation, maintenance, new functionalities
- Re-engineering or rewriting according to modern development standards
Language Requirements
- French or Dutch: expert level
- English: expert level
Functional Competencies
- Analysis of business needs and user requirements
- Drafting user stories, use cases, functional specifications, BPMN/UML processes
- Modeling processes using UML, BPMN, Activity Diagrams, ERD
- Testing and validation: test cases, UAT
- Backlog management: prioritization, scope control
- Fluent communication in FR or NL, good knowledge of EN
Technical Knowledge (non-developer)
- Understanding of code and SQL for functional troubleshooting
- Insight into front-end, back-end, APIs, databases
- Experience with tools such as Confluence and JIRA
Soft Skills
- Communication with IT, business, end users, and management
- Critical thinking and active questioning of requirements
- Functional leadership and coaching of junior profiles
- Focus on UX, ergonomics, and business value
Experience & Additional Assets
- At least 10 years of experience in complex, regulated, or critical projects
- Experience with Agile methodologies: Scrum, SAFe, Kanban
- Plus: experience with rebuild, migration, or re-engineering projects
- Bonus: knowledge of mockup tools (Balsamiq, Figma, Axure)
- Bonus: familiarity with ITIL, TOGAF, PRINCE2
Contract & Work Arrangement
- Contract until 31/12/2025, extendable per 3 or 6 months
- Remote work possible (7h48/day), max. 2 days/week on-site required
