Our client is looking for a Head of Operations & Data Flow Governance
Main Mission
The Head of Operations & Data Flow Governance is responsible for managing the operation of data exchange platforms and services within the department. They ensure the operationalization of data processing across existing and developing platforms (API, event streams, Operational Data Store, etc.), associated governance, and continuous improvement of practices and tools.
They work closely with development teams, various stakeholders (functional authorities, reporting, etc.), and application teams to ensure that data flows securely, in a controlled, monitored, and sustainable manner.
Main Responsibilities
Governance & Compliance
- Define and maintain clear governance around data operations (processes, standards, documentation, best practices).
- Ensure compliance with internal rules and external regulations (GDPR, security, traceability).
- Participate in the development and implementation of data catalogs (master data management, metadata, etc.).
- Contribute to the implementation of access control and data flow audit policies.
Operations & Monitoring
- Oversee daily operations of data exchange platforms (API, event streaming, ODS, etc.).
- Continuously improve monitoring, alerting, and operational reporting systems (monitoring, capacity management, demand management, etc.).
- Implement data flows across available platforms based on technical team requirements.
- Identify and fix gaps in existing tools (logs, observability, SLA/SLO).
- Manage incidents and communicate with stakeholders.
Organization & Team Management
- Identify and define the profiles and skills needed to operationalize data flows (data engineers, data stewards, monitoring experts, etc.).
- Recruit and manage the team responsible for operations and governance.
- Establish a culture of continuous improvement and cross-functional collaboration.
- Report on resources to management (capacity, evaluation cycles, etc.).
- Report on projects to management (progress status, budget consumption, platform cost evolution, etc.).
Collaboration & Strategic Alignment
- Work jointly with development teams to anticipate operational and support needs.
- Act as the key interface between IT teams, business units (reporting, data science, management), and “data” clients.
- Gather, analyze, and prioritize needs related to reliability, auditability, and performance of data exchanges.
Profile
Education & Experience
- Proven experience (5+ years) in operating or governing complex data systems (API management, streaming, ETL/ELT, data lake/warehouse, ODS).
- Managerial or technical team coordination experience.
Technical Skills
- Knowledge of data integration and exchange technologies (Kafka, RabbitMQ, API Gateway, relational and NoSQL databases, etc.).
- Mastery of monitoring practices (observability, logging, metrics, tracing).
- Awareness of security and compliance issues (IAM, audit, GDPR, etc.).
