On top of the development of the grid, asset and system management and market facilitation above mentioned, the TSO in Belgium is also responsible to conduct several securities of supply studies (short, medium and long term), vision studies, cost benefit analysis of future grid projects, … Those studies are based on economic dispatch tools, which evaluate the need for additional generation capacity, the economic outputs or the margin available in the system for every hour of the year.
Performing these studies are amongst the main tasks of the team ‘SMA – Scenarios, Market & Adequacy analysis’ department.
This RFP aims to contract one consultant (that will work on site) to support the team in realizing several tasks related to Electricity Market Modelling work within Flexibility Needs Assessment to be performed within the SMA Department. Previous experience in market simulation is a plus (for instance, using an economic dispatch tool like ANTARES). The EMDR[1] requires to issue a report on the estimated needs for flexibility
for a period of at least the next 5 to 10 years at national level, at least every two years. This report is referred as the Flexibility Needs Assessment (FNA) and is intended for Member States to define indicative national objectives for non-fossil fuel flexibility and to justify non-fossil flexibility support schemes.
Our client is therefore looking for a pro-active, “energy geek” and “modelling & data geek”. The candidate should have knowledge of performing simulations ideally by use of economic dispatch tools such as ANTARES. The consultant will help to perform different tasks within the SMA team, related to Flexibility Needs Assessment, namely:
Perform RES integration assessment
- This task includes the usage of economic dispatch results to analyze RES curtailment and residual load time series statistics
Perform Ramping needs assessment
- This task includes the usage of economic dispatch results to analyze residual load time series hourly ramps statistics as well as analysis of the ability of relevant technologies to cope with the observed ramps.
Support the Short-Term needs assessment
- This task includes the usage the usage of economic dispatch results to assess the short-term flexibility needs to cover unexpected variations of the demand, RES generation or unexpected outage of generation or transmission assets. The consultant will support the team conducting the study.
- Contribution to the SMA work within the ‘Data preparation’ and ‘Report drafting’ process
- Ensuring consistency between the task above and other relevant & complementary studies performed within SMA, namely the 10yrs Adequacy and Flexibility study and the NCC Summer Outlooks.
- Ensure synergies on tool and methodological developments between indicators calculated for FNA and Summer Outlooks.
- Contribute to the implementation of EDMR FNA methodological requirements into concrete and quantified indicators.

Example of tasks
A non-exhaustive list of tasks (and description) is given below:
- Usage and improve, when possible, tools in R/Python/VBA/Excel in order to extract efficiently hourly outputs from the team’s simulation tools
- Critically analyze hourly data including residual load time series and economic dispatch outputs
- Calculate relevant hourly, daily and seasonal statistics following the EMDR methodology requirements for RES integration, Ramping needs and Short-Term needs.
- Prepare relevant ‘visuals’ to present and analyze the results of the different indicators following the EMDR FNA methodology.
Requirements:
- Minimum 3 years of relevant experience
- You are fluent in French or Dutch, and fluent in English.
- R or Python (must have)
- Excel (‘must have’)
- VBA (‘nice to have’)
- ANTARES (mainly the input/output interface but also a general knowledge of economic dispatch tool is a ‘nice to have’
- You have knowledge of and interest in the energy market
