Our client is looking for a Senior Portfolio Management Consultant
Purpose of the Assignment
The selected consultant will provide support to the Strategy division, focusing on:
- Translating strategic choices into actionable portfolios, roadmaps, and governance structures
- Establishing and operationalising the PfMO, PgMO, TMO/ STO
- Implementing new operating models
- Enhancing reporting practices, OKR alignment, and management of value, risk, and capacity
- Guiding and aligning stakeholders at both the executive and team levels
- Preparing decision-ready information for various committees, including the executive committee
This role requires a managing consultant with both strategic acumen and pragmatic delivery skills.
Scope and Responsibilities
Strategic Alignment & Roadmap Development
- Consolidate needs, risks, and priorities with domain leads, strategy teams, and enterprise architecture
- Design strategic portfolio roadmaps that align with capacity, budget, and regulatory requirements
- Define prioritisation and evaluation criteria, including value, risk, sustainability, and compliance
- Harmonise strategy, portfolio, architecture, and operational realities
Governance Design & Decision-Making Support
- Design and operationalise governance frameworks for PfMO, PgMO, and TMO
- Develop processes, RACIs, templates, and stage gates
- Support the Portfolio Board in strategic decision-making
- Prepare decision-ready analyses for management and the executive committee
- Embed data quality and reporting standards
Risk, Compliance & Regulatory Integration
- Establish strategic RAID and dependency management at portfolio and program levels
- Ensure alignment with legal, risk, and regulatory departments
- Integrate with Finance for budgeting and investment planning
- Align with IT on PMLC methodology and governance
Monitoring, Deep Dives & Value Realisation
- Monitor strategic initiatives with respect to OKR alignment, benefits realisation, risks, and progress
- Conduct deep dives and strategic impact analyses on selected projects and programmes, focusing on risk, value, dependencies, and strategic alignment, under the direction of the internal strategic portfolio manager
- Develop strategic scenarios considering strategy alignment, budget, capacity, and risk
- Provide substantive input for dashboards and reports used by management and regulators
Organisational Development, Operating Models & Change Alignment
- Design AS-IS to TO-BE operating models for strategic steering and governance
- Set up and operationalise STO, TMO, PfMO, and PgMO structures
- Implement governance within complex multi-stakeholder environments
- Coordinate with change management to incorporate impact, adoption risks, and dependencies at the portfolio level, without taking over operational change tasks
Tools, Data & Dashboards
- Define a minimum dataset for portfolio steering, including OKR alignment, value, risk, sustainability, capacity, and progress
- Develop Power BI dashboards and data models for the Portfolio Board
- Utilise Planview or similar PPM tools for planning, scenario development, and reporting
- Establish data governance and data integration flows between Strategy, Finance, HR, IT, and business domains
Profile Requirements
Education
- Master’s degree in engineering, economics, business administration, computer science, management sciences, or a related field; or equivalent experience
Experience
- Minimum 10 years of experience in strategic transformation, corporate portfolio management, strategy execution, or TMO/PfMO/PgMO roles
- Experience in strategy consulting is advantageous but not mandatory
- At least 5 years of experience in program management, governance, or project delivery
- Demonstrable experience in establishing TMO, PfMO, or PgMO structures
- Expertise in value and benefits management, strategic risk management, capacity modelling, and financial scenario analysis at both portfolio and program levels
- Experience with change management, focusing on organisational impact, stakeholder readiness, and alignment in collaboration with a dedicated Change Manager
- Experience in the energy/DSO sector (Smart Grid, Smart Metering, MIG6, regulatory context) is a strong asset
Technical Skills
- Proficiency with Planview or similar PPM tools
- Advanced skills in Power BI (dashboards, data models, KPI/OKR structures)
- Knowledge of MoP, MSP, PMI PfMP frameworks, and SAFe Lean Portfolio Management is considered an asset
Languages
- Fluent in French or Dutch, with excellent command of the second national language
- Professional proficiency in English
