Context
Within the Strategy Department, the Corporate Portfolio Office (CPFO) is being established to strengthen enterprise portfolio steering at the company. The objective is to enable clearer prioritisation, structured trade-offs, and stronger alignment between strategy, capacity, and execution across the organisation.
In this context, the Enterprise Portfolio Transformation Lead operates at enterprise level and plays a key role in structuring and enabling the effective steering of the company's corporate transformation portfolio, ensuring the consistent application of governance across the organisation. By embedding portfolio governance, processes, and ways of working across business and IT domains, the role has a direct impact on how strategic initiatives are prioritised, aligned, and executed.
The organisation is therefore looking for an Enterprise Portfolio Transformation Lead to support the structuring and operationalisation of the Corporate Portfolio Office (CPFO), enabling effective portfolio governance, prioritisation, and steering of the corporate transformation portfolio.
RESPONSIBILITIES
The Expert Enterprise Portfolio Transformation Lead is responsible for implementing and operationalising the Corporate Portfolio Office (CPFO), embedding portfolio governance, prioritisation processes, and execution discipline across the organisation. The role focuses on translating the portfolio governance model into concrete processes, structures, and ways of working, enabling consistent application and improving the organisation’s ability to deliver on strategic initiatives. It plays a key role in ensuring governance is effectively applied in practice, integrating demand management, budgeting, capacity planning, and execution oversight into a coherent operating model. Reporting to the Head of Corporate Portfolio Management, the role operates under its leadership and contributes to the implementation and scaling of portfolio governance across the organisation. Through its work, it supports structured prioritisation and decision-making, bringing insights based on hands-on implementation experience. In addition, it contributes to the co-creation of governance frameworks, acting as a sparring partner to CPFO on the implementation of governance and bringing practical insights from operational experience.
KEY COMPETENCES
Portfolio Governance Implementation
- Implement and operationalise enterprise portfolio governance frameworks and processes
- Support the preparation and facilitation of governance bodies (e.g. Portfolio Committee, workgroups), ensuring adherence to defined structures and processes
- Translate governance principles into practical workflows, templates, and routines
- Provide feedback based on operational experience
Demand & Prioritisation Process Operationalisation
- Implement structured demand intake processes and decision gates
- Ensure consistent application of prioritisation criteria and governance rules
- Integrate demand, prioritisation, and approval flows into an end-to-end process
- Support the structuring and consolidation of business cases
Budget & Capacity Integration
- Embed financial governance (investment tracking, budget alignment) within portfolio processes
- Ensure alignment between prioritisation decisions, available capacity, and constraints
- Support portfolio-level visibility on investments and resource usage
Portfolio Execution Oversight (Governance Perspective)
- Ensure consistent monitoring of initiative progress, risks, and dependencies
- Establish structured performance tracking and reporting mechanisms
- Identify and escalate execution gaps and structural delivery issues
Portfolio Data & Process Discipline
- Ensure data quality, consistency, and completeness across portfolio tools and reporting
- Standardise reporting practices and ensure transparency of portfolio information
- Drive adoption of portfolio management tools and processes
Transformation & Change Enablement
- Support the rollout of the Corporate Portfolio Office as a transformation initiative
- Drive adoption of governance processes and new ways of working
- Clarify roles, responsibilities, and interfaces a cross stakeholders Cross-Functional Alignment
- Work with Strategy, Finance, IT, and Business Units to ensure consistent application of portfolio processes
- Facilitate alignment between governance expectations and operational realities
- Act as a bridge between CPFO and delivery teams
PROFILE & EXPERIENCE
- Master’s degree or equivalent experience
- Native or fluent in French or Dutch, with a very good working knowledge of the other national language (minimum B2 level), and fluent in English
- Minimum 7 years of experience in portfolio management, transformation, or governance roles, with experience in shaping and embedding portfolio governance frameworks supporting prioritisation, trade-offs, and strategy execution in complex organisational environments
- Proven ability to translate strategic objectives into execution
- Proven experience in implementing and operationalising enterprise portfolio governance frameworks and decision-making processes
- Proven experience leading enterprise-wide transformation and governance implementation initiatives
- Experience coordinating multiple stakeholders in complex organisational environments
- Strong expertise in demand management, prioritisation, trade-offs, and capacity management
- Proven experience in governance design and implementation
- Strong ability to structure, synthesise, and communicate complex topics into clear executive-level messages and decision support materials
Additional experience (considered a plus)
- Experience in establishing, transforming, or maturing a Portfolio Office / EPMO / CPFO
- Experience in regulated environments (e.g. utilities, public sector)
- Experience in the energy sector
- Experience with project, program, and portfolio methodologies (e.g. PMI, PRINCE2, SAFe, PM²)
- Experience managing complex enterprise portfolios
- Experience with portfolio management tools (e.g. Planview, Clarity PPM)
- Experience in strategy definition or strategy-to-execution alignment
