Mission description

We are looking for a support to help our client with several studies including the next Federal Development plan (previous version: Federal Development Plan 2024 – 2034). The Federal Development Plan is a study published every four years where our client (SMA – Scenario, Market & Adequacy – department) draws up a plan for the development of the federal electricity transmission grid.

This process starts with the establishments of multi-energy scenarios through interaction with relevant experts and public workshops culminating in a public consultation. This year the workshop and scenario creation process will include close collaboration with other transmission system operators (Fluxys, DSO’s) and an intensive stakeholder interaction process. 

Our client is therefore looking for the support to assist the team in creating the scenarios and assisting in the stakeholder engagement process. The consultant is required to have knowledge of the energy sector and to be aware of the latest developments and trends within Belgium and abroad. The support will help to perform tasks in different streams within the SMA team:

  • Collecting, understanding and preparing inputs for the creation of scenarios (NECP, latest trends, development plans of other major players, decarbonization plans of industry…)
  • Co-creation of scenarios within expert groups
  • Visualization of scenario assumptions and presentation/alignment with stakeholders through workshops
  • Taking minutes during the workshops
  • Preparation of documents (Excel, Word…) for public consultation
  • Collecting feedback of experts to answers comments on the public consultation
  • In parallel the consultant may be asked to work on other subjects in the department.

Service Description

The company's main activities are as follows: 

  • asset management: maintaining and developing the network, as well as connecting electrical installations to the network;
  • system management: granting access to the network in a straightforward, objective and transparent way, providing full services for transporting electricity, monitoring flows on the network to ensure that it runs smoothly and managing the balance between electricity consumption and production 24 hours a day;
  • market facilitation: developing initiatives to improve how the electricity market operates.

On top of the development of the grid, asset and system management and market facilitation above mentioned, the TSO in Belgium is also responsible to conduct several security of supply studies (short, medium and long term), vision studies, cost benefit analysis of future grid projects… Performing these studies are amongst the main tasks of the department ‘SMA – Scenarios, Market & Adequacy analysis’ in the company.

Additional requirements:

  • Degree in economics or engineering, or relevant experience in the energy sector.
  • You have knowledge of and interest in the energy market and are always up-to-date on the latest developments;
  • Well organised;
  • Attention to detail;
  • Pro-active;
  • Good knowledge of MS office (Excel, Word, Powerpoint) is a must
  • Ability to make graphs that make complex data easy to understand
  • Knowledge of Python/R/economic dispatch tools/VBA/data handling is a plus

Languages

Fluent in ENG. Knowledge of FR and/or NL are a plus.
